Prerequisites to acquire an LTOPF
Republic Act No. 10591 stipulates the following pre-requisites to be eligible to acquire a License to Own and Possess Firearms (LTOPF):
Must be a Filipino or dual (with Filipino) citizen
at least 21 years of age when applying for an LTOPF
Must have a gainful work, occupaiton, or business, and must have filed an Income Tax Return (ITR) for the preceding year as a proof of income, profession, business, or occupation.
Requirements to acquire an LTOPF
One must prepare the following to acquire a License to Own and Possess Firearms (LTOPF):
Two duly-notarized copies of LTOPF Application Form (click on link to download)
An FEO Account (please proceed to the link below)
PNP-Validated Certificate of Gun Safety and Responsible Gun Ownership Seminar (click here to learn more)
PSA Birth Certificate or Unexpired Philippine Passport
Proof of Income (ITR, Certificate of Pension, etc.)
One (1) Valid ID
Proof of Residency (Billing Statement, Barangay Clearance, etc.)
National Police Clearance Certificate (see link below)
Neuro-psychiatric Test (please coordinate with your local PNP-RCSU)
Drug Test (please coordinate with your local PNP-RCSU)

STEPS IN ACQUIRING AN LTOPF
Create an FEO Account
Complete all the requirements
Upload a softcopy of the requirements to the FEO Website
Wait for approval
Upon approval of application, pay and upload receipt to the FEO Website
